Heat olive oil in a large skillet over medium-high heat. Add Italian sausage links and cook for 8-10 minutes, turning occasionally, until browned and cooked through. Remove sausages and slice into 1/2-inch rounds. In the same skillet with rendered fat, add diced onion and bell pepper. Cook for 4-5 minutes until softened, then add minced garlic and cook for 1 more minute.

Cook Pasta and Make Sauce

Meanwhile, bring a large pot of salted water to boil and cook penne pasta according to package directions until al dente, about 10-12 minutes. Reserve 1/2 cup pasta water before draining. In the skillet with vegetables, add diced tomatoes, chicken broth, red pepper flakes, and Italian seasoning. Simmer for 5 minutes, then stir in heavy cream and return sliced sausages to the pan.

Combine and Finish

Add the drained pasta to the skillet and toss to combine with the sauce. Add pasta water as needed to achieve desired consistency.
